Through the leadership of our previous board members, we have developed a firm foundation for the future. Our CEO and Board of Directors consist of diverse, dedicated professionals who bring a range of insights and perspectives, and include educators, practitioners, state licensure board members and a public representative. They help provide the overall direction and continued growth for the Federation, and help assure strict adherence to our bylaws.

OUR BOARD OF DIRECTORS




E. Dargan Ervin, PT South Carolina
President


Dargan Ervin, Jr., PT is a 1981 graduate of the Physical Therapy Program at the Medical University of South Carolina. He has practiced in a variety of settings with responsibilities ranging from patient care, Medicare and HIPAA compliance and financial management. Dargan has been a member of the South Carolina Board of PT Examiners since 1992, and served as chair from 1995 to 2000. He headed the Federation’s Prescreening Task Force and was a member of the Finance Committee. Dargan has also been active in the APTA and the SC Physical Therapy Association since enrolling in physical therapy school. He served as Treasurer for the SC Chapter of the APTA from 1984 to 1987 and as FSBPT Treasurer from 2000 to 2004. He is the 1999 recipient of the Distinguished Alumnus Award from the Medical University of South Carolina College of Allied Health Sciences. In 2001 Dargan received Emily Cate Award from the South Carolina Physical Therapy Association for his noteworthy contributions to physical therapy on a local and national level.


Chuck Meacci, PT Pennsylvania
Vice President


Chuck Meacci, P.T., Ed.D recently retired as a professor and the chairman of the physical therapy department at Gannon University, Erie PA. He has been in academic administration for the past 20 years.

Chuck is currently Chairman of the Pennsylvania State Board for Physical Therapy, completing his second four-year term. He served on the New York State Board for Physical Therapy for ten years, the last two as Chair. Chuck has been involved with the Federation since 1995 as a delegate, a participant in the 1999 Summit, the 2001 Pass Point Study and as a past member of the Education Committee.


Senora D. Simpson, PT District of Columbia
Secretary


Senora Simpson, PT, has been licensed in District of Columbia for over 50 years. She has been chair of the DC Board of Physical Therapy for the past nine years, and has been the District's delegate to the FSBPT Delegate Assembly for five years as well. In addition, she was the District's APTA Chapter Secretary for three years.

Senora has been a volunteer in many capacities through the years. For the last three years she has been the Secretary of the District of Columbia ARC (Formerly called the Association For Retarded Citizens). She has spent three years as secretary of the Mayor's Special Education Advisory Council and four years as the Secretary of the Mayor's Independent Living Council.


Kathy Fleischaker, PT Minnesota
Treasurer


Kathy Fleischaker, PT, was appointed to the position of Treasurer when the current Treasurer, Dargan Ervin, was elected President in September 2004. Kathy was elected to the position of Treasurer in 2006. She has been on the Federation’s Finance Committee since 2002. Kathy is the Director of Rehabilitation Services, Park Nicollet Health Services. She has over 35 years of experience in administration of healthcare units. Under her leadership, the rehab department has grown to 16 locations with a staff of over 300 allied professionals. Kathy has been involved with 10 successful JCAHO reviews and has received five CARF (Commission on Accreditation of Rehab Facilities) accreditations with exemplary commendations.

Currently she is the first president (2000-present) of the independent Board of Physical Therapy, which regulates all 3,700 physical therapists in the state of Minnesota. Prior to this, she was chair of the Physical Therapy Council of the Minnesota Board of Medical Practice for three years, from 1996-1999. She is a graduate of the University of Minnesota School Of Physical Therapy. She currently teaches rehabilitation administration as an adjunct faculty member of the University of Minnesota and the College of St. Catherine.

Kathy has had extensive experience with the American Physical Therapy Association (APTA), both at the chapter and national level. She was chief delegate for the Minnesota chapter to the APTA House of Delegates from 1986 to 1990 and a delegate for over 20 years. She is the recipient of the 1986 Outstanding Service Award from the Minnesota chapter. Her legislative involvement has been extensive, serving as governmental affairs chair for nine years for the Minnesota chapter. She was instrumental in getting direct access for physical therapists. Kathy is the recipient of the 1989 Twinwest Chamber of Commerce Woman of Achievement Award, the 1995-96 Dr. Siegrid Gilbertsen Award from The American Cancer Society and the 2003 Outstanding Service Award from the Federation.


Nina Hurter Texas
Director


Nina Hurter has been the Administrator for the Texas Board since 1997. During that time she has also represented the PT Board on the Texas Health Professions Council, coordinating regulatory efforts among health profession licensing boards.

Nina has participated in the Federation since 1998, including attending the 1999 Summit. She served on the Council of Board Administrators Executive Committee as Vice President, as the CBA's recorder for 2004, and on the CBA Education Committee.


Tom Mohr, PT, PhD North Dakota
Director


Tom Mohr, PT, PhD is currently the Chairman of the Physical Therapy Department at the University of North Dakota School of Medicine and Health Sciences. Tom is also a current member of the North Dakota State Examining Committee for Physical Therapists. Tom has been involved with the Federation since 1990 and has served as an item writer for the NPTE and has chaired the Examination Construction and Review Committee, Examination Program Oversight Committee, FCCPT Board of Directors and the Uniform Pathway Task Force. Tom has also served on a number of other committees and task forces for the Federation.

Tom received the President’s Award in 1999 and the Outstanding Service Award in 2001. Tom is an active member of the North Dakota Physical Therapy Association and served on its Board of Directors from 1990 to 1992. He is also a member of the CAPTE Central Panel on physical therapy program accreditation.


Margaret Donohue, PT New Hampshire
Director


Maggie Donohue, PT served as President of the New Hampshire Board of Allied Health Professionals from 1998-2006.

Maggie has served as a Federation Delegate as well as a member and chair of the Ethics and Legislation Committee.

Maggie's general background includes a history of participation in several organizations including: APTA member: 1984-present; member, committee to create legislation for an independent PT board in New Hampshire; liaison for PT governing board and NHAPTA government affairs committee; liaison, private practice organization and insurers in New Hampshire; presenter for FSBPT, APTA and NHAPTA.


Barbara Safriet Washington
Public Member


Barbara J. Safriet was Associate Dean for Academic Affairs and Lecturer in Law at Yale Law School from 1988 - 2007, where she taught and published on The Regulation of Health Care Providers. She has served as a member of the PEW Health Professions Commission and its Taskforce on Health Care Workforce Regulation, and she continues to lecture extensively on health care professionals' licensure and workforce issues. Ms. Safriet was appointed to the Federation Board of Directors in 2000, making her the Board’s first public member.


William A. Hatherill Virginia
Chief Executive Officer


As a former company president, corporate operations officer, and hospital executive, Bill Hatherill has over twenty years of experience in healthcare strategy and management. His broad and deep experience includes expertise in organizational design and management, feasibility analyses, and operations, enabling companies to improve their productivity, quality, and competitiveness. He has held executive positions with Texas Tech University Health Science Center, American Medical International, Republic HealthCorp, and St. Paul HealthCorp, and has enjoyed a successful consulting career heading Hatherill and Associates. His entrepreneurship, expertise, and vision afford the Federation the distinctive leadership required to accomplish our mission.
