The Slate for the 2024 Elections
The Nominating Committee is pleased to announce the slate for this year’s elections, to take place virtually during the Annual Education Meeting, October 31–November 2. Please read the Candidate Statements to get to know the candidates.
The Nominating Committee held a Candidate Forum on Tuesday, July 2, in conjunction with the 2024 Leadership Issues Forum, to introduce 2024 candidates for the Board of Directors and the Nominating Committee. A recording of this forum is available in the FSBPT portal for members. This will be followed by a Candidate Forum in the fall.

Prescriptive Authority for Physical Therapists
The role of physical therapists is continually evolving, with a growing emphasis on their potential to contribute to patient care beyond traditional therapy. One significant area of interest is the expansion of prescriptive authority, which would empower physical therapists to prescribe medications within their scope of practice. This development has the potential to streamline patient care, improve access to treatment, and enhance patient outcomes.
Noblet et al. identified four categories of barriers and facilitators for non-medical prescribers in a study published in the Journal of Physiotherapy in 2017:
• System Factors: governmental, political, organizational, infrastructure, and formulary considerations
• Education and Support Factors: education, continuing professional development, medical mentorship, and support from medical staff and health administration
• Personal and Professional Factors: reducing waiting lists, improving access, enhancing job satisfaction, and managing risks
• Financial Factors: funding for time and education, infrastructure, logistics, staff, and insurance
In the United Kingdom and Australia, physiotherapists can demonstrate their proficiency and obtain a qualification that endorses their ability to prescribe medication. There are two categories of prescribers in the UK:
• Independent non-medical prescriber: They are authorized to prescribe medications based on a predetermined set, which is established through training and additional education.
• Supplemental non-medical prescriber: Their prescription set is determined by a physician or the hospital system they are affiliated with.
In contrast to the established models in the UK and Australia, the US is currently in the early stages of considering expanded prescriptive authority for physical therapists. Recognizing the potential benefits of expanded prescriptive authority, the American Physical Therapy Association (APTA) has established a Prescriptive Authority Task Force to explore the feasibility of expanding prescriptive authority within the physical therapy scope of practice. In April 2024, FSBPT engaged with a subset of the APTA Task Force to discuss possible regulatory implications. The APTA Task Force is expected to present a special report to the 2025 House of Delegates.

The board may need specific topics researched or discussed in more detail than typical board meeting time allows. Committees, advisory panels, and task forces can perform the research and report back to assist the board in making decisions and acting.

Spotlight on Member Resources: Mandatory Reporting Form Templates
FSBPT created two customizable mandatory reporting form templates to serve as “samples” for jurisdictions to review and modify as applicable to their own state laws and regulations. These templates can be used to create reporting forms in your jurisdiction or to serve as a guide for additional items you may wish to add to your current forms.
• Template for Self-Reporting: For individuals to report violations related to their own practice or behaviors
• Template for Mandatory Reporting of another Licensee: To report alleged violations of other health care providers
